a.       Public Works crews cleared out the Aspen Ditch to improve the storage and flow of stormwater for the Big Tree Village subdivision.

b.      Work has begun on the expansion of the large stormwater pond located at our Reed Canal Stormwater Control Facility.  This project, which will be completed prior to the upcoming hurricane season, will create more capacity and improve the drainage throughout the central part of our City which includes the Jacobs Road/Western Road area, Red Cedar/Bennett Road area, Green Street/Brian Avenue area, Kenilworth Avenue/Oriole Lane area and the 800 block of the Palm Grove subdivision including those homes on Pope Avenue. 

c.       Volusia County has begun their maintenance of Reed Canal.  Their efforts will ensure stormwater flows faster down Reed Canal as it makes its way to the Halifax River.  A faster flowing canal means improved drainage for the Lantern Park subdivision, Bryan Cave Estates, Magnolia Avenue, and the pond being expanded at our Reed Canal Stormwater Control Facility.  A special thanks to our partners at Volusia County, including Vice Chair District 2 County Councilmember Matt Reinhart, County Councilman at Large Jake Johansson, County Manager George Recktenwald and County Public Works Director Ben Bartlett for their commitment to this project.

d.      Public Works crews are clearing the Longshadow Ditch which will improve drainage to the Country Club Gardens area including those who live on Longshadow Road.

e.       The City has replaced the lift station at the Ridge Traffic Circle which is capable of pumping more effluent and resulting in fewer sewer backups in the surrounding neighborhood, especially during severe weather events.

f.        The City replaced stormwater piping on Jacobs Road which was a potential chokepoint due to its size and the condition of the existing corrugated metal pipe.  The new pipe that was installed was larger and will allow more stormwater to flow through it thereby improving the drainage system for the residents on Jacobs Road.

g.       City personnel spent several days with the engineers who are working on our stormwater model.  The purpose of the meetings was to go over preliminary findings and field verify some of the potential chokepoints in our system.  Once these chokepoints are discovered, we are not waiting for the model to be finished, crews are replacing the pipes in these areas now.  As we increase these pipe sizes, we are notifying our consultant so that the model can reflect these flow enhancements.

h.      The City is continuing its partnership with Volusia County on four large scale projects.  These projects all received federal funding from the U.S. Department of Housing and Urban Development and will be administered by Volusia County in a partnership with our City.  The projects include the acquisition of land for the construction of a stormwater pond with pump station and the installation of a concrete wall to help alleviate flooding inside the Lantern Park subdivision at an estimated cost of over $3 million, the installation of sheet piling in the Stevens Canal designed to make it wider and move stormwater faster to alleviate flooding for those homes located along the canal at an estimated cost of $2.5 million, the expansion of the stormwater pond on Aspen Drive and increasing the pump station there to help reduce flooding in the Big Tree Village subdivision at an estimated cost of $3.5 million and the acquisition of land inside the Sherwood Forest subdivision to create a stormwater pond with pump station to alleviate flooding in the surrounding homes of that subdivision at an estimated cost of $3 million.  Due to the size of these projects and the complexities of the grant requirements such as the need to complete environmental studies, these projects cannot be designed, permitted and constructed all by the end of the year; however, while these projects are going through those federally required phases, the City will be completing other improvements in these neighborhoods to provide flood relief to homeowners.

i.        South Daytona Community Trust $1,500 Academic Scholarship is now accepting applications.  Submission Deadline is Friday, May 2, 2025. Applications are available on our City website or you can pick one up at the City Manager’s office.

j.        The City’s Annual Easter Egg Hunt will be held at Reed Canal Park, 919 Reed Canal Road on Saturday, April 12, 2025 at 10:00am sharp. There will be other activities including a petting zoo and a visit from the Easter Bunny.

k.      Sparkle Days is coming up and will be held from April 21st through May 1st. Anything you can drag, push or pull out to the curb will be collected by our solid waste contractor Waste Pro during that time.  Vehicles, motorcycles and boats will need current registration paperwork to be hauled away.

While speaking, direct your comments to the City Council as a whole and not towards any of the audience members or cameras.  As the established standard, each person will be given approximately three minutes to speak.  Although there is no formal clock,  be concise enough without repetition to ensure everyone has had an opportunity to participate.  Please note that the City Council will not respond to any viewpoint or question during this time as it is your opportunity to be heard.

Those matters included under the consent agenda are self-explanatory and not expected to require discussion for approval. Items will be enacted by one motion. 7.         Approval of minutes:  March 11, 2025, City Council Meeting.

8.         Consideration of awarding contracts to Carter Electric for the US1 Undergrounding - Electrical Service Conversions (Bid No. 25-B-009) in the amount of $249,328.50 and the City’s design consultant Mead & Hunt for construction observation services in the amount of $24,512.68 as budgeted in the Redevelopment Trust Fund for the current fiscal year.

9.         Consideration of approving a Memorandum of Agreement with the United States Immigration and Customs Enforcement (ICE), a division of the Department of Homeland Security (DHS), for the provision of immigration enforcement functions.

10.      Resolution No. 2025-10. A Resolution of the City of South Daytona, Florida, approving a Florida Department of Transportation (FDOT) Local Funding Agreement for the design of the Traffic Camera Network; authorizing the City Manager to execute the Agreement and associated documents related to the project; and providing an effective date.  First and only reading.

11.       Resolution No. 2025-11. A Resolution of the City of South Daytona, Florida authorizing the adoption of the 2024/2025 update to South Daytona’s Annual Progress Report for the City’s Floodplain Management Plan; proving for conflicting resolutions; providing for severability; and providing an effective date. First and only reading.

12.       Consideration of approving the purchase of a backhoe for the Public Works Department utilizing a cooperative purchase contract with the Florida Sherriff’s Association in the amount of $155,124 as budgeted in the current fiscal year.

13.       Consideration of awarding a contract to Mead & Hunt for the design of decorative sidewalks, streetlights and Medjool Palms with uplighting to continue the US 1 Streetscape project from McDonald Avenue to Ridge Boulevard in the amount of $49,299.28 as budgeted in the current fiscal year.

14.       Consideration of approving an Interlocal Agreement with the Southeast Volusia County Fire Agencies for the continuation of the Fire Rescue and Emergency Medical Services Automatic Aid and Closest Unit Response System.

15.       Consideration of approving two additional work tasks in the amount of $31,680  assigned to Drewry Site Development for work necessary to complete the Reed Canal Stormwater Pond Expansion project as part of the continuous, dedicated effort to the improvement of our stormwater system.

16.       Consideration of approving an Affiliation Agreement between Daytona State College and the City of South Daytona to facilitate a Student Ride Along Program for potential Emergency Medical Technicians (EMTs).

17.       Consideration of awarding a contract to PSG Concrete & Excavation for the construction of a security wall in front of the Public Works Storage Yard and the newly acquired former Thrift Store property in an amount of $92,787 as budgeted in the Redevelopment Trust Fund for the current fiscal year.

18.      Resolution No. 2025-12.  A Resolution of the City of South Daytona, Florida,   amending Resolution No. 2025-09, setting forth appropriation for current expenses and capital outlay for the following funds: General Fund, Police Confiscated Fund, Recreational Development Impact Fee Trust Fund, Fire Impact Fee Trust Fund, Police System Impact Fee Trust Fund, Redevelopment Trust Fund, Transportation Fund, Transportation Impact Fee Trust Fund, Solid Waste Fund, Water System Impact Fee Fund, and Water System Impact Fee Fund, as required by the City of South Daytona,  Florida,  during and for the fiscal year beginning October 1, 2024 and ending September 30, 2025; adopting the operating and capital budgets for the City of South Daytona; providing for severance; providing for conflicting resolutions; and providing an effective date.  First and only reading. 

19.       Ordinance No. 2025-04. An Ordinance of the City of South Daytona, Florida, making a small-scale amendment to the Future Land Use Map of the City’s Comprehensive Plan by changing the Land Use designation of 1854 South Ridgewood Avenue, Parcel 5344-16-00-0642, from Residential Density 3 to Commercial; and providing for conflicts, severability, applicability, and an effective date.  Recommended by the Planning Advisory Board on March 5, 2025.  First Reading was held on March 11, 2025.  Second and final reading. Public Hearing.

20.       Ordinance No. 2025-05. An Ordinance of the City of South Daytona, Florida, amending the Official Zoning Map by changing the zoning of 1854 South Ridgewood Avenue, Parcel 5344-16-00-0642, from Business General Commercial (BGC) and Multiple-Family Residential (R3) to Planned Commercial Development (PCD); and providing for conflicts, severability, applicability, and an effective date.  Recommended by the Planning Advisory Board on March 5, 2025. First Reading was held on March 11, 2025.  Second and final reading. Public Hearing.

21.       Ordinance No. 2025-06. An Ordinance of the City of South Daytona, Florida, amending the Official Zoning Map by changing the Zoning of 2595 South Ridgewood Avenue, Parcels 5333-21-00-0010 and 5333-21-00-0020, and 2601 South Ridgewood Avenue, Parcel 5333-06-00-0014 from Planned Commercial Development (PCD) to Single Family Residential (R1-A); and providing for conflicts, severability, applicability, and an effective date.  Recommended by the Planning Advisory Board on March 5, 2025. First Reading was held on March 11, 2025.  Second and final reading. Public Hearing.

22.       Ordinance No. 2025-07. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinances, Section 10.5-2 Rules and Regulations for Parks and Recreation Areas to prohibit Recreational Vehicles (RVs), Campers and Enclosed Trailers in Parks and associated parking areas without a permit associated with a City Sponsored Special Event; and providing for conflicts, severability, applicability, codification, and an effective date.  First Reading was held on March 11, 2025.  Second and final reading. Public Hearing.
