Regular meeting of the South Daytona City Council, Tuesday, March 11, 2025, at 6:00pm in the City Council Chambers, City Hall, 1672 South Ridgewood Avenue, South Daytona, Florida.

5. City Manager Report
a. The City has installed a weather station atop City Hall that measures atmospheric conditions which will be used to document our stormwater system’s performance compared to measured rain events.
b. The Public Works Department televised the stormwater pipe running behind the homes on Pope Avenue which conveys stormwater from the 800 block of the Palm Grove subdivision to the large pond located at our Reed Canal Stormwater Control Facility.
c. The large stormwater pond at our Reed Canal Stormwater Control Facility is scheduled to be expanded starting this month and is expected to be completed in 60 days well in time for the next hurricane season. This expansion will increase the capacity of this pond and help improve the drainage throughout the central portion of our City to include the Jacobs Road/Western Road area, Red Cedar/Bennett Road area, Green Street/Brian Avenue area, Kenilworth Avenue/Oriole Lane area and the 800 block of the Palm Grove subdivision.
d. The City has begun cleaning the Stevens Canal which will help stormwater get to our Reed Canal Stormwater Control Facility quicker. We urge our residents not to throw vegetation and debris from their back yard into this canal as it causes obstructions. Bring the debris to the front yard by the curb for our garbage hauler to take it away.
e. The Public Works Department recently televised the stormwater pipes on Kenilworth Avenue. They found several sections of pipe where mud had settled in following Hurricane Milton. Those pipes have all been blown out and cleaned.
f. The City has replaced the lift station inside the Big Tree Village subdivision with a new and larger one that is capable of pumping more effluent during any severe rain events.
g. The City has cleared the stormwater ditch adjacent to our Riverfront Veterans Memorial Park which will help drain the Palmetto Avenue area during a storm.
h. The Public Works Department has televised the stormwater pipes in the Jacobs Road area to identify those conveyances that need to be replaced or upsized to improve drainage.
i. We have installed rain catchers in all of the sewer manholes on Jacobs Road which will prevent stormwater from leaching into the sewer system via the pick-holes in the manhole lids and causing the system to prematurely overflow.
j. The City replaced the lift station inside the Lantern Park subdivision which is capable of pumping more effluent which will prevent sewer backups in the neighborhood especially during severe weather events.
k. We have begun clearing the Railroad Ditch which conveys stormwater from the large pond on Windle Lane inside the Coventry Forest subdivision. This ditch is vital to transporting pumped stormwater from the Windle Lane pond to Reed Canal during severe weather events.
l. The Public Works Department has begun cleaning stormwater inlets throughout the City. Crews will be in subdivisions cleaning inlets steadily over the next couple of months to ensure they are operating at their best as hurricane season approaches.
m. In anticipation of the County’s grant to begin the design of an additional stormwater pond and wall inside the Lantern Park subdivision, the City has televised the sewer lines to repair any damage done to them by the flooding caused by Hurricane Milton.
n. The City has worked with Florida Power and Light (FPL) to get the two utility poles on Reed Canal Road that were damaged during Hurricane Milton replaced with sturdier ones set at a greater depth to withstand future storms. The FPL power lines have been transferred to the new poles and we are coordinating with AT&T and Spectrum to have their lines moved over so the damaged poles can be removed.
o. We are awarding our street resurfacing contract at tonight’s meeting which will see Cambridge Circle, Bristol Lane, Windle Lane, Hamlin Drive east, Ponderosa Drive east, Lambright Road, Sea Isle Circle, Coral Circle and Reef Road newly paved in the next several weeks.
p. The City is installing new turf on the field at Blaine O’Neal Park to better utilize the space for multiple sporting events. New bleachers will be installed to improve the fan experience here.
q. Scooters Coffee is currently under construction at the corner of Big Tree Road and US 1. It should be completed and open in August for all of you coffee lovers.
r. South Daytona’s Spring Baseball Opening Day is set for Saturday, March 15, 2025 at 9:00am. We will hear from our Mayor and program supervisor Robert Powell during the festivities followed by scrimmage games for all the participants. Shelly from the Daytona Tortugas will be there for photo opportunities.
s. South Daytona Community Trust $1,500 Academic Scholarship is now accepting applications. Submission Deadline is Friday, May 2, 2025. Applications are available on our City website or you can pick one up at the City Manager’s office.
t. The City’s Annual Easter Egg Hunt will be held at Reed Canal Park, 919 Reed Canal Road on Saturday, April 12, 2025 at 10:00am sharp. There will be other activities including a petting zoo and a visit from the Easter Bunny.
u. Sparkle Days is coming up and will be held from April 21st through May 1. Anything you can drag, push or pull out to the curb will be collected by our solid waste contractor Waste Pro during that time. Vehicles, motorcycles and boats will need current registration paperwork to be hauled away.
v. The City will be holding a Citizens Academy for any interested residents who wish to know the inner workings of our Police Department and our philosophy of community policing. You can sign up by contacting our Police Department at 322-3030.

This is an opportunity for members of the public to address the City Council on any topic, whether it pertains to community concerns, personal perspectives, or general topics like the weather. When invited to approach the podium, please clearly state your name and address for the official record.
While speaking, direct your comments to the City Council as a whole and not towards any of the audience members or cameras. As the established standard, each person will be given approximately three minutes to speak. Although there is no formal clock, be concise enough without repetition to ensure everyone has had an opportunity to participate. Please note that the City Council will not respond to any viewpoint or question during this time as it is your opportunity to be heard.

Those matters included under the consent agenda are self-explanatory and not expected to require discussion for approval. Items will be enacted by one motion. If discussion is desired by any member of the City Council, that item must be removed from the consent agenda and considered separately. (Read by Mayor Hall)
7. Approval of minutes: February 11, 2025, City Council Meeting.
8. Resolution No. 2025-08. A Resolution of the City of South Daytona, Florida, designating community wide special events for the year beginning in April 2025 and ending in March 2026; providing for resolutions that conflict herewith; providing for severability; and providing an effective date. First and only reading.
9. Consideration of awarding a contract to Thadcon for the replacement of water services under Aspen Drive near Boulder Drive in the amount of $66,850 as budgeted in the current fiscal year for water system improvements.
10. Consideration of approving the purchase of property located at 1760 South Segrave Street for $275,000 to expand our Public Works facility and authorizing the Mayor and City Manager to execute the necessary closing documents.
11. Consideration of approving a second amendment to the City Manager’s Employment Agreement involving future evaluations.
12. Resolution No. 2025-09. A Resolution of the City of South Daytona, Florida, amending Resolution No. 2025-01, setting forth appropriation for current expenses and capital outlay for the following funds: General Fund, Capital Project (Cell Tower) Fund, Capital Project (ARPA) Fund, and Stormwater Fund, as required by the City of South Daytona, Florida during and for the fiscal year beginning October 1, 2024 and ending September 30, 2025; adopting the operating and capital budgets for the City of South Daytona; providing for severance, conflicting resolutions and an effective date. First and only reading.
D. REGULAR AGENDA
13. Consideration of awarding a contract to Sparks Concrete & Asphalt to resurface Sea Isle Circle, Coral Circle and Reef Road (Bid No. 25-B-001) in the amount of $125,232 as funded by a Volusia County 2024/2025 Community Development Block Grant (CDBG) to include the remaining streets on our street resurfacing list which includes Cambridge Circle, Bristol Lane, Windle Lane, Hamlin Drive East, Ponderosa Drive East, and Lambright Road at an additional cost of $350,056 as budgeted in the current year.
14. Consideration of awarding a contract to Drewry Site Development to complete the Reed Canal Stormwater Pond Expansion (Bid No. 25-B-005) in the amount of $207,200 as part of the continuous, dedicated effort to the improvement our stormwater system.
15. Ordinance No. 2025-03. An Ordinance of the City of South Daytona, Florida, adopting a Master Development Agreement for the property located at 1600 South Ridgewood Avenue, Parcel 5344-02-00-0080; establishing principal uses as a National Brand Quick Service Restaurant; providing for codification, conflicts, severability, applicability, and an effective date. Recommended by the Planning Advisory Board on February 5, 2025. First Reading was held on February 11, 2025. Second and final reading. Public Hearing.
16. Ordinance No. 2025-04. An Ordinance of the City of South Daytona, Florida, making a small-scale amendment to the Future Land Use Map of the City’s Comprehensive Plan by changing the Land Use designation of 1854 South Ridgewood Avenue, Parcel 5344-16-00-0642, from Residential Density 3 to Commercial; and providing for conflicts, severability, applicability, and an effective date. Recommended by the Planning Advisory Board on March 5, 2025. First Reading. Public Hearing.
17. Ordinance No. 2025-05. An Ordinance of the City of South Daytona, Florida, amending the Official Zoning Map by changing the zoning of 1854 South Ridgewood Avenue, Parcel 5344-16-00-0642, from Business General Commercial (BGC) and Multiple-Family Residential (R3) to Planned Commercial Development (PCD); and providing for conflicts, severability, applicability, and an effective date. Recommended by the Planning Advisory Board on March 5, 2025. First Reading. Public Hearing.
18. Ordinance No. 2025-06. An Ordinance of the City of South Daytona, Florida, amending the Official Zoning Map by changing the Zoning of 2595 South Ridgewood Avenue, Parcels 5333-21-00-0010 and 5333-21-00-0020, and 2601 South Ridgewood Avenue, Parcel 5333-06-00-0014 from Planned Commercial Development (PCD) to Single Family Residential (R1-A); and providing for conflicts, severability, applicability, and an effective date. Recommended by the Planning Advisory Board on March 5, 2025. First Reading. Public Hearing.
19. Ordinance No. 2025-07. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinances, Section 10.5-2 Rules and Regulations for Parks and Recreation Areas to prohibit Recreational Vehicles (RVs), Campers and Enclosed Trailers in Parks and associated parking areas without a permit associated with a City Sponsored Special Event; and providing for conflicts, severability, applicability, codification, and an effective date. First Reading. Public Hearing.
