Permanent Generator for South Daytona Municipal Complex

Notice is hereby given that the City of South Daytona is soliciting bids for BID NO. 23-B-010, Permanent Generator for South Daytona Municipal Complex.

DESCRIPTION OF WORK: As a Hazard Mitigation Grant Program (HMGP) project, the contractor shall provide backup power to the Municipal Complex, located at 1672 South Ridgewood Avenue, South Daytona, Florida 32119. Coordinates: (29.181117, -81.008100). The HMGP project shall provide protection by purchasing and installing a permanent diesel generator with a capacity of 250 kW, or the adequate size determined by the vendor and/or an electrical engineer during the bid process to appropriately support the critical facility. The project includes constructing a concrete pad, installing an automatic transfer switch (ATS), and electrical connections. The Complex is made up of three (3) connected buildings (City Hall, Fire Department, and Police Department), which serve as the Emergency Operations Center (EOC), Public Information Office (PIO), and flood preparedness. Currently, there is a 100 kW generator that only covers the Fire Department and the Police Department, which has become inoperable due to its age. The project shall allow the city to maintain the Municipal Complex operational during future power outages.  The generator(s) shall be protected against a 500-year flood event by implementing specific activities or by locating the generator(s) outside the Special Flood Hazard Area (SFHA) and shall be protected against wind with a rated enclosure based on its location requirements. Activities shall be completed in strict compliance with Federal, State and Local Rules and Regulations.

There will be a Pre-Bid Conference for the project on Friday, May 5, 2023 at 2:00pm at South Daytona City Hall, 1672 S. Ridgewood Avenue, South Daytona, Florida.  All attendees to the Pre-Bid Conference must sign in. The representative of each  Vendor shall be an authorized employee of the Vendor and shall sign in accordingly.

Bids will be accepted in the City Manager’s Office, City Hall, located at 1672 S. Ridgewood Avenue, South Daytona, Florida, until 2:00 P.M. on Thursday, May 25, 2023, at which time bids will be opened in the Council Chamber Room and publicly read aloud.  Bids received after the above time and date will be returned unopened.  All Bids will be evaluated to ensure they contain all required forms in order to deem the Bidder responsive or non-responsive.
